On Oct. 16, 2004, Nova Scotia voters rejected a plebiscite to allow Sunday shopping - to the surprise of those who followed opinion polls on the matter (and who, evidently, didn't bother to vote). The issue became moot earlier this month, when the provincial government collapsed rules that were remarkably clumsy - large supermarkets had to use yellow tape, much like police use at crime scenes, to mark off areas that were closed to consumers - and allowed retailers to do business as usual. The weekend was before last was the first under the new regime, although most businesses said they need time to organize shifts.
