I'm a dog owner who has to keep her beagle leashed. Not only do unleashed dogs spook some people, they bother some dogs as well - my dog has snapped at some friendly roamers who have come up for a sniff and chat. I'd much prefer warning a dog walker who has their pup leashed than apologizing for my dog's bad behaviour.


You can say this in many aspects of society. There are many people out there who feel the rules don't apply to them. Want a quick example? Find the nearest "No Parking - Fire Lane" sign, and count how many people are parking in it. I understand that if there's a fire, they can move quickly, but, there is the added danger that when there are big trucks parked there, pedestrians coming out of the store can't see if there's a car coming and vice versa.
